In addition regarding Basic Safety Training refresher courses:
a) According to STCW code ch VI prgr 3, seafarers qualified in basic training shall be required every 5 years, to provide evidence of having maintained the required standards of competence, to undertake the tasks, duties and responsibilities listed in column 1 of tables A-VI/1-1 and A-VI/1-2 while in column 3 of the same tables the assessment of evidence will be obtained from approved instruction or during attendance at an approved course or approved in-service experience and examination (that cannot be provided on board).
b) Most of the training centers issue the Basic Safety Training certificates for 5 years and many Port States recently request documented evidence for “evidence” as column 3 of STCW tables A-VI/1-1 and A-VI/1-2 above, not accepting on board training because not in line with the STCW requirements.
c) Many companies subject to TMSA 3 requirements request refresh courses and exam as evidence to verify the “competency” for their crew regarding safety and security aspects, namely refresh courses for BST and ISPS related courses that will include certification and exam.
